The revelation of the Times of India article has several implications. The Indian intelligence report not only points to the links between ISI Chief General Ahmad and terrorist ringleader Mohamed Atta, it also indicates that other ISI officials might have had contacts with the terrorists. Moreover, it suggests that the September 11 attacks were not an act of “individual terrorism” organised by a separate Al Qaeda cell, but rather they were part of coordinated military-intelligence operation, emanating from Pakistan’s ISI.
The Times of India report also sheds light on the nature of General Ahmad’s “business activities” in the US during the week prior to September 11, raising the distinct possibility of ISI contacts with Mohamed Atta in the US “prior” to the attacks on the WTC, precisely at the time when General Mahmoud and his delegation were on a so-called “regular visit of consultations” with US officials.
In assessing the alleged links between the terrorists and the ISI, it should be understood that Lt. General Ahmad as head of the ISI was a “US approved appointee”. As head of the ISI since 1999, he was in liaison with his US counterparts in the CIA, the Defense Intelligence Agency (DIA) and the Pentagon. Also bear in mind that Pakistan’s ISI remained throughout the entire post Cold War era until the present, the launch-pad for CIA covert operations in the Caucasus, Central Asia and the Balkans
The existence of an “ISI-Osama-Taliban axis” was a matter of public record. The links between the ISI and agencies of the US government including the CIA are also a matter of public record. The Bush Administration was fully cognizant of Lt. General Ahmad’s role. In other words, rather than waging a campaign against international terrorism, the evidence would suggest that it is indirectly abetting international terrorism, using the Pakistani ISI as a "go-between."
The press reports confirm that Lt. General Mahmoud Ahmad had two meetings with Deputy Secretary of State Richard Armitage, respectively on the 12th and 13th. After September 11, he also met Senator Joseph Biden, Chairman of the powerful Committee on Foreign Relations of the Senate.

The 9/11 Smoking Gun - The Pakistani / ISI / Omar Saeed / $100,000 / Atta Connection.
A mere week after the destruction of the World Trade Center, authorities were gradually building toward an official announcement that would definitively link Osama bin Laden to the events of September 11 -- a wire transfer of $100,000 to lead hijacker Mohamed Atta. To an increasingly skeptical public, here was the "smoking gun", a bona fide money trail that would demonstrate how al-Qaida planned and financed the operation.
On October 1, 2001, the press revealed the pseudonym of the al-Qaida operative who allegedly passed on the funds to the hijackers. Days later, CNN revealed that the pseudonym belonged to a 28-year old Pakistani militant, a former student at the London School of Economics named Omar Saeed Sheikh. Yet on October 9, the Times of India reported that Omar Saeed was in fact acting under the authority of General Mahmud Ahmad, the chief of Pakistani intelligence.

Convicted Killers of American Journalist Daniel Pearl Told They Can Go Free.
Four men who were convicted of carrying out the 2002 execution of Wall Street Journal reporter Daniel Pearl have been told they can go free—and they could be back on the streets as early as tomorrow. Pearl was kidnapped in the Pakistani city of Karachi in January 2002 while carrying out an investigation into Al Qaeda. A video of his beheading at the hands of Islamic militants was posted online.
Ahmed Omar Saeed Sheikh, a British-born Islamist militant, was previously sentenced to death for his role in Pearl’s kidnapping and killing, and three other men were also convicted for their roles in the plot.
On Thursday, Pakistan’s supreme court rejected an appeal from the Pearl family and the Pakistani authorities against a December ruling that all four should be set free. In a statement, Pearl’s family lawyer, Faisal Siddiqi, said they were in “complete shock” at the decision, calling it a “complete travesty of justice.” Jamie Ross News Correspondent Jan. 28, 2021.
