For whatever reason MS has been replacing a lot of the crapware you used to have to install on Windows with first party versions. They don't charge, so I am not sure exactly why.
I guess I made a sort of logic error. Windows has several parts, all of which are considered "Windows". So Microsoft added an app that collects data, which is part of Windows, the product/ecosystem. They can also collect your data with backdoors into the kernel or subsystems (like the analytics thing that hogs your CPU sometimes). It's not an either/or choice.
