It really just comes down to risk management. You're putting a pipeline in place that will exist for a very long time. Might as well get it right when you build it and go around the aquifer, similar to the old pipeline. It's just extra cost that discourages this.
And it is true there are already pipelines everywhere in the US. Here, many of Kinder Morgan's assets are shown:
If you want to do things on the cheap, you're going to have problems down the road. But you also want to finish something and make a living during your lifetime. Balancing these priorities is what I advocate. If we really want to secure the future of White children, that includes being a responsible steward of the environment that they will inherit from us. That isn't to say we should abandon all progress either. Leaving them without a developed infrastructure is just as bad.

That's true but the Ogallala Aquifer is a particularly large and critical supply for agricultural producers.
