One of the reasons they're designing a city like this is for ease of transportation and less susceptibility to a large scale warfare. For example a single large atomic blast could not take out the whole city but only a small piece. It also makes it easy to do transportation since you can just do linear transportation and linear services and there are certain solar and wind energy harvesting advantages to having a city that's basically built into a wall.
Let me check if it's only earthwork. Yep, it's just bulldozers shifting sand in a huge sandbox. Come on people, you know fully well how things "work" in sandniggerstan countries.
I'm really looking forwards to finding out more about this. I'm cheering for the success of this, for sure, because I would like to see more science fiction cities come to bear fruit and prove that certain things are truly possible. That being said, Saudis have a very bloodthirsty history, and I doubt a shiny new city and a shit ton of plate glass is going to change the nature of the population. This could either turn into a beautiful destroyed utopia, or be a model of the beginning stages of the end of conflict.
I'm excited to see what we can produce when we all decide that blowing up everything is not really helping.
