No. It originates from the term GlowNiggers. Glownigger is a slang term for federal agents, but CIA most notably.

It was coined by Terry Davis. He was a brilliant yet schizophrenic programmer who invented the Temple Operating System.

During one of his online rants, he talked about CIA agents are niggers that glow in the dark and that's how you can tell they're Feds.
