Of course this is the case. They are using the media to normalize the goal demography. Change doesn't happen if you don't change things. If blacks had been at 2% of the population two decades ago, it would be difficult to reach 4% if you hadn't used some means of normalizing MORE blacks.
No woke person is going to be compelled by this kind of evidence. They'll just say, "Yeah, duh. We have to be inclusive to the proportion that we'd like to see in society."
