I had a condo in florida. one 'neighbor' told me I was riding my bicycle too fast in the parking lot. I was going 12 mph in a 15 zone. another one called the police because I was 'riding my bicycle the wrong direction' in the parking lot! I told the cops every time his truck moved he was driving drunk. which was true.

If her dogs are bothered by children in another yard they are dangerous and she'd be getting a homevisit from animal control regularly. Dogs mirror your mood and based on the fact that a child upsets her I'm sure her upset dogs would end with more animals taken care of by the state.
