I had a look earlier at a bunch of things from 2009. The quote OP posted I found on an anti-vax blog, but I couldn't find any official WHO article, or media article about a "council on eugenics" or Henry Kissinger even attending a WHO event in 2009.

I'm going to call bullshit on the quote, even if all or part of it is what they're really doing. The political commissars, I mean "fact-checkers", are likely correct on this one.
