Correct. There is no representation of the people at the federal level. The federal government, on paper, represents the states and the states represent the smaller sub-state provincial governments which then represent the people. This is called "Federalism." This is 100% the reason we have the electoral college: so the states get to vote. The people do not vote for the president, they vote for the states to vote for him.
This was understood in the 90s, at least. The wisdom behind it was understood. There has been such a social and educational corruption that it's about time to do something about it. Something real.
