I stand corrected as I sit in shame. I thought for sure I remembered it directly in a speech, but the closest reference is from "The president and the press" speech at the Waldorf-Astoria in 1961. Apparently the quote is tied to a book by LBJ's mistress qouting JFK from a private conversation

Do you think when they've finally set into place their final stage, and then have enacted it and applied it, what then? They start acting like normal people? There will never be a stage to which they've had enough.
Their "final plan" was to control and be able to print an arbitrary amount of currency for themselves. That seemed like a pretty good check mate to end on. When they first perused it's likely all they considered on their horizon. It's all anyone could ask for. It's the most anyone could ask for. They've had everything they could dream of for a while now. Did it stop there?
There is no final stage. Just an endless game of football for what your quality of life will be. There are no end zones. They are happy to carry that ball out of the park, across town, and into the next state if you let them. They will do laps around the world before they will stop.
