Even if that were true the strategy here is heavily decentralized. I dunno why anyone would think it a given that this ISIS strategist is US controlled - but even if he is jihadists can act on his suggestions of their own volition and bring to fruition the ISIS strategy articulated in the OP. That the strategy IS dangerous to US national security even strongly suggests he isn't a US operative.
