You get to do this again and again as long as you're alive. With a high enough frequency you can cancel out behaviors or intensify others. A very simple test of acuity is to give someone a three part command sequence. IE. Go to the Dresser. Open the upper right drawer. Look in the back left side of the drawer and retrieve XXX. Gradually increase the amount of steps to test their ability to follow simple instruction.

Just for clarity we're talking about the book written by James Joyce. It is an incredibly complex book, basically a narrative about a day in Ireland from the perspective of multiple people. There's a high amount of recursiveness in it because people talk about other people, with other people. There is a main character if you can call it that, but he's referred to in the 3rd person because he's seen through the eyes of others and sometimes 1st person because you're reading from his perspective. For a proper IQ test the earliest would be 25, when the brain is mature but there are special tests for other ages brackets which give a good indication of what I will call base IQ, because some IQ is genetic from birth, some develops as the brain does as some develops through education.

I once watched a video of an old interaction between family members sitting around and talking. The same family members were sitting around and talking watching the video today.
The interesting thing was when certain things were said in the video the people in the present day would say the exact same response as they said in the video decades before.

As for keeping the ultra-low IQs from breeding, simply stop welfare and deport all shitskins. Those that are left will naturally be of higher IQ.
For further pruning after, say, one generation(~25 years) from nignog/kike removal do a test, for any below 85IQ simply neuter them in an irreversible and painless manner. No need for mass-casualty campaigns inviting intervention from kike-controlled areas, no need for cruelty.
Do note however, that you can score a bit higher/lower on the current tests with/without proper study ahead of time. So you are likely to score higher if you have done extensive schooling, self-taught or otherwise.

I should qualify my statement, I agree the disabled shouldn’t be promoted.
