In my state, if I get caught hunting and killing an animal for which I do not have a tag, I risk a hefty fine, jail time, and revocation of hunting privileges for a few years. Apparently Montana is even more strict:

Ya know, now that I think about it, in the article it says the police found the other 11 dogs and captured them without issue. Though the poor things have parvo(a deadly dog disease), it seems the cops, well known for their love of shooting dogs, didn't think the others needed such poor treatment.
