The Ukrainian government was shelling ethnic Russians for 8 years and negotiations to get that to stop were unsuccessful, so the people of those regions asked Russia for protection and the Russian Parlement voted to authorize the recognition of two independent regions and voted to protect those regions. Russian troops were sent in to protect those regions and this regions have since voted to become a part of Russia.
