This is a long-standing issue between Estonians and Russians living there. Russians aren't well liked in any of the Baltic countries. Russians comprise about 24% of the population and their presence remind the Estonians of the Soviet years.

Ethnic Russians in Estonia are at least potentially the advance guard of an invading army. The comparison is apt though. Jews were similarly targeted by Germans for gun confiscation.
