It seems to primarily be a political weapon when not a distraction from graver concerns.
Target the nobody with an old fashioned nature instead of going after an important person with a collection of slaves gifted from Child Protective Services.
Instead of getting the untouchable person who whores out kidnapped children you can pretend youre fighting against a problem when you break up a household for having formerly normal baby photos in the family album.
