The only reason to PM is to have a conversation with someone that would be annoying to other users. In a way twitter's DM is a more accurate description.
The right way to do E2EE messaging is to just do it yourself. If the medium is facilitating encryption it can compromise that encryption. If you use linux PGP is built into package distribution for pretty much all distros so you already have it on your system.
