People should have full control of their data. even your doctor should have to have you unencrypt the data they think they need to look at every time.

The only exception to this is if someone is convicted of a violent crime they could be put in a db. If it is ever overturned then they would need to be removed.

The state should have no biometric data of it's constituents, and the use of anything (like drivers license photos or prints) should never be allowed access other than for those stated goals (in that case to verify your identity).
