It's "taxes" when it's paid to the government to be used on the public.
It's "tribute" when it is paid to a conquering power that uses your state for its own agenda.

But, God knows we'd all pay twice that just to make sure there's legal gay sex in Botswana, and my back yard is full of third-worlders, right?
