Sometimes it really is. I usually still take my cart back, though. Sometimes people make another pile by curb-checking them somewhere closer to the store. I use those when available.
Every car comes with two sets of keys/fobs. Turn the car on, leaving key A in the car. Step out, close the door, and use key B to lock the car. Go return your cart. Come back to your locked, climate-controlled car, unlock it with key B, and get on with your day. If Nosey Nancy shows up, tell her to fuck off.
You can hack most cars to enable you to leave the AC running while you shop. You can take the fob with you and the car will remain running, but it will refuse to move. At least inasmuch as the computer remains in control. IOW it's as safe as leaving your car not running.
Here in Germany you have to put a 50ยข coin to get the cart and people bring the carts to the corral to get the coin back. The problem is that in the US your coins are worth nothing.
We have $1 coins that are occasionally used (famously featuring first Susan B Anthony and later Sacagawea (whom you can look up if you care)). They could require them for shopping carts and then people would have them. There is also such thing as a bill feeder. But frankly cash isn't used very much at all. Or they could take deposit via credit card. (Vending machines take credit card so there much be some provision to make it economical for $1 transactions, at least in bulk.) That they choose not to tells me the market doesn't enjoy it.
There is also a 50c piece (also known as the half-dollar), but it is probably more rarely used than the dollar coin. I used to get $1 coins as change from various machines, however like I say cash itself is rarely used now so most of those machines are electronically billed. It used to be like toll booths which have all gone to RFID tags and public transport machines which take credit card.
When I lived near the ghetto, people would just take the carts home. And there was a truck that drove around the neighborhoods collecting them. I can't tell if this was some kind of community service provided by the store or just a solution they were forced to come up with in the face of negligence by Section 8'ers
The homeless would actually steal them -- at least temporarily. I don't think those guys held onto anything that long. Other people left them out, like you'd leave a trash can for the garbage man. I guess these people didn't have cars, so taking the shopping cart home enabled them to buy more stuff. Probably with taxpayer money but anyways. That's why I was legit wondering if it was a service the store provided.
