Well, it is exactly what the Soviets did to Ukraine in the Holodomor. Yes, they were trying collectivization, too, but in reality, they had to buy machinery for factories to be internally self-suffcient. they had no place or wherewithal, both intellectually or financially, to purchase that equipment. And since they were persona non grata in the banking world, they had to barter grain for machinery.

Hence, Ukrainians watched as their higher than average harvest was shipped out to Europe to become baguettes and spaetzel and scones while their own livestock and then children starved to death.

Not exactly the same thing, even if fed-up Californians swarmed the tankers, there isn't anything they could do with the oil. There are no additional power plants they could feed it to even if they had refinery capacity. This disaster has been years in the making, and they did it to themselves.
