Phone or email the office of your local university or community college department that trains students to work on films. Ask what resources are available to students or local residents to create and put out their own works. In my former city you could check out city community equipment (cameras, lights), use their editing machines, and broadcast on local channels. For free, buying your own film tapes.

Robert Rodriguez didn't even make it into film school at university (intially). He earned $5000 doing a medical study and made El Mariachi. He started out making movies with his family members.

Things will be different now, and online comics and video games are other mediums you could look into.
