The postal carriers are just being lazy fucks.

If they get a mail in ballot in the outgoing mail, they are supposed to scan it, and then when back in the office, they have to hand deliver them to a supervisor or postmaster, who has a special box, and these also have to be scanned from carrier to supervisor.

So instead of tracking down a supervisor at the end of their shift, they just collected them along their route and dropped them in the drop box. I am shocked, shocked I tell you, that the lazy postal workers were all Negroes.
