If you're going to talk about engagements that are remote, you may as well frame it in plausible terms. I don't think the entire US military vs irregular partisans is plausible. That's not how the Civil War went. State secession seems more likely. It would be more like factions of the US military fighting each other.

Militias would form active allegiances, the cabal/left would have antifa and cartel sections, the right would have basically every national and local militia and the vast majority of the former infantry and possibly current infantry and likely broad support on the march, in the background rightwing and leftwing death squads will be prolific in targeting civies and families of politicos and combatants.

Drones are the most serious threat to American insurgency. They're only getting better. Drone swarms will take out whole squads. Warfare is going to be changing drastically. No one is talking about infantry level ECM.

If drones are the disease, EMP devices are the cure. I know of no way to shield a RC-device from an EM pulse.

I know for a fact you can rig parts from a microwave to make a gun that will shut down modern cars. Should work on drones too. No idea what the range is or how wide you can make the beam though.

And then they'll work on better on-board AI for it. They already have fairly decent AI. But it will be about running out of resources looooooooong before you do. That and putting some real pressure on all those diversity hires to make them crack in fun and interesting ways.

There are ways now. Combine that with in-built AI that's not terrible and you have to do more than just fry them with EM. Though that's not going to occur to them until we fry a few hundred millions worth of them.
