I believe this is the first "Pepe Le Pew" cartoon. It's worth noting that in this cartoon he's referred to as 'Henry' and not as 'PLP'. He also drops the Frenchie act when his wife confronts him. Great cartoon, and a wonderful time capsule of Americana greatness. No wonder 'They' want to memory hole it. Thanks for posting.
Possibly, but I took it to be he was putting on a "French lover" persona to woo all the ladies, when in reality he was just another Joe with a wife & kids. Just my take.
