From what I'm gathering, and I don't have a full picture on the situation, blueman doxxed himself, I don't know when or where he did, but someone made an account on Voat that made fun of blueman's Gab account. The reason I assume it was a self dox is because JosephGoebels5 says it was, it hasn't been contested that it was a self dox, and I don't see how they could have gotten blueman's Gab account without a self dox.
JosephGoebbels5 has been going to different sites from ConPro to SearchVoat and posting blueman's Gab account, for which he was temp banned from ConPro for "doxxing", and was warned on SearchVoat.
If this is the case, no JosephGoebbels5 hasn't doxxed anyone, because reposting an intentional self dox is not doxxing. In which case he was wrongfully banned from ConPro, and wrongfully warned on SearchVoat, although the owner of SV is still trying to argue that reposting a self dox is doxxing.
If you find what I've gathered is incorrect, please reply to this comment with the information.
