They're easy targets because school districts are politically-structured organizations with an elected board in charge of making decisions and hiring.
Democratically-elected institutions are typically weak by their very nature -- idiots -- elected by a community that allows idiots to vote -- that may not have the necessary expertise and knowledge base to operate such an organization, but, by God, they're gonna give it the ol' community college try.

Not an update; this is a different story I thought relevant enough to comment.
Been watching diversity and inclusion hires in real time destroying the county with their incompetence of which this is another example.
