Pretty sure security isn't allowed to stop anyone from leaving. If he was a cop would have been legit because the guy tried to run him over but he was a security guard so probably fucked.

This story takes place in what is apparently a very scummy part of Portland, an area around their bottle recycling deposit. This is the place where crackheads take empty bottles and such for quick cash. The Lowe's is right by there. This guard company Cornerstone was hired by the property manager firm that owns the surrounding shopping plaza. The guards were told to bring the unruly lines at the bottle deposit under control. To this end, they've quickly earned a rep among the locals for being assholes on a power trip.

The man killed in the video is homeless. His address was given as an RV parked curbside about a mile or so away. He was a regular at the bottle place, and at Lowe's, where employees were known to let him take empty pallets for resale. The guard company lists prior incidents that led to this altercation, but no actual evidence was found to support the supposed trespass order Gimbel was trying to enforce. The Portland Police did not at any point issue an actual restraining order against Nelson saying he couldn't be at the Lowe's.

In Oregon, guards don't have any more authority to detain someone than a private citizen does. That is to say, only if an actual crime is in the process of being committed. The guard company already made statements supporting their employee. It has since been determined he was not licensed by the state to use his gun on duty. The state never got his training application. Predictably, the victim's family suddenly cares about him despite previously allowing him and his wife to live on the street. They have lawyered up, and you can bet your ass a wrongful death civil suit is coming, with Cornerstone, the property management company and Lowe's all named as defendants. Lowe's will say they never asked for these cunts to act as muscle in their parking lot. The property management company will point the finger at the Cornerstone operators for letting this guy work without required certification. The guard was arrested, and from what I see he was charged with second degree murder back in June.

The mayor and DA should be up on charges for letting this bull shit continue. They created and encouraged the environment that caused this. That property management firm I mentioned, which contracted Cornerstone, is apparently co-owned by someone on the city council. So city government basically hired these thugs indirectly to crack down on the unruly poors that congregate around the bottle place. Reportedly Cornerstone has disappeared completely from that area in the wake of this incident, and the management firm ceased contracting with them.
