Look at the language Walesnky uses to describe the overhaul:

"That will mean more rapidly turning research into health recommendations, working better with other parts of government and improving how the CDC communicates with the public."

First, always remember that the incompetence grift and the 'disappointment after the fact' are just special cases of Jews giving you a problem whose solution will be what they desired from the beginning - in effect, they mis-characterize the 'failure' as not being the result of X, promise you a solution, and then just do more of X. The truth is the so-called failure was just X to begin with. For them, this wasn't a failure. It's pure manipulation.

I'll translate her quote so that you get the gist:
