I did a bit of a deep dive on this year’s ago, and there’s been treaties between countries since mid to late 60s specifically agreeing not to use weather weapons against each other.

At the time, I even found huge lists of corporations in Oregon, Washington and British Columbia that were signatories in weather modification treaties and domestic policies.
Many of them were large agricultural and forestry and fishery operations that looked like they had brokered deals with their regional governments for usage of those technologies for their benefit. Or perhaps to ensure they’re not adversely affected by them.

I remember a canadian hydro electric dam company was listed in there to, which makes sense as far as rain is concerned.
