There are still those who wear their masks, and the NHS has made mandatory as an autonomous institution that masks are required in hospitals, clinics, and other dependencies of their institution... we don't care...
Most of Costa Rica's population has had enough with this and most call this an endemic. Sadly, lots of people have taken the 4th shot... mostly elderly people... But that is what happens when people trust more on the state that on their own common sense and self-determination.
It's been a rough almost 3 years and a lot of people will be on the wrong side of history as you can see some are trying to get there quickly so they aren't singled out later.
People to meet, local culture, history, beaches...anything a local would recommend doing. I'm not big on doing tourist shit but if a local recommends it why not.
If you like scenary, you can visit several volcanos like Irazú, Poas, Arenal, Tenorio, several national parks are worth visiting, the volcanos above are also within those parks.
Rio Celeste, Barra Honda, Corcovado, Manuel Antonio though this last one is a popular tourist destination, Bahía Ballena,.
Other cool destinations are Isla Chira, mainly ecotourism with descendants of chorotega tribes; the Malekus indigenous reserve, the Bribís also, though those are nearest to the nigger side of Costa Rica, The Caribbean. I personally avoid that side after an article came out of a hotel only for people of color. So fuck them but there are several destinations in the province of Limón worth visiting like Tortuguero, Cahuita, etc.
To me the most beautiful beaches are on the pacific side along the Guanacaste province. The good thing is that in one day you can visit 3 or 4 different beaches.
Cultural destinations are popular in the central valley, national museums are located in San José, like the National Museum of Gold, the Kids Museum which ironically used to be a prison long time ago, The National Theatre is also worth visiting. Guanacaste has a lot of cultural and historical destinations like Santa Rosa which also has one of the most beautiful beaches there, playa Naranjo.
Turrialba, lots of mountain farming, the Region of San Gerardo de Dota, National Park Chirripó is there, requires good physical condition, but definitely one destination I would recommend to anybody. The highest part of the country is there and if the sky is clear you can see both coasts from the top of Mount Chirripó.
There are coffee tours, in Heredia, Perez Zeledón, Poás, Monte Verde.
Monteverde has the biggest private ecological reserve in Costa Rica.
Braulio Carrillo telepheric. Pacuare river rafting. Zipline tours all across the country.
We have lots of options to be honest.Though the country is small, there are several options to consider, sadly not all can be accomplished in one visit.
I used to work in tourism, let me know and I can help you create your own program. I would recommend renting a car and driving yourself so you can enjoy the scenary without the constant talk of a guide.

Know that when it rains in the caribbean, during those months, it doesn't rain often on the central valley and the pacific.
Uber or Didi (though it is not considered legal way of transportation, most use it), Taxi cabs (red cars with yellow triangles on them) -some are good some are bad and, some are really bad - public buses, same as cabs, in the central valley there is also the train but it is a pos. It works, but I have only used it twice.
Personally wife and I use mostly uber. With the exception of when we go out of the central valley, we use buses that go from their respective bus stations. That said, with the baby, we are not planning to go to the beach without having a car. House comes first though, so it is going to be a while.
I think he covers that with "any reason". Of course, as with all things, the enforcement of it will be what matters. If some asshole jew decides to do a loophole, he can just enforce punishment anyways because fuck 'em.
Both public and private institutions cannot force people to take the vaccine.
The COVID vaccine does not form part of the mandatory vaccination program for kids. However, during the worst period they were forcing it to kids after 6 years old.
They are planning to put it into younger kids, but you can be sure that parents are standing against that here. Though sadly there is a law that states that the "patria potestad" of children is of the state. It is a bit complicated to fight this off... as parents.
For example, homeschooling is only allowed after the kid has turned 14 years old. Not before. Which is why wife and I are preparing to question everything that our daughter gets thought in pre-school and later on.
