Just tie the amount of downvotes you're allowed to give, to the amount of comments you've made.
There isn't enough good content to upvote to allow for downvoting all the degenerative spam. Likewise, it would be very easy to spot alts if they have to comment for every downvote.
Sorry, I didn't see your message. My personal preference would be to remove upvotes entirely, and allow for a limited number of downvotes, based on the users number of comments.
Upvotes are pointless, and only result in people getting conditioned to upload things that get them upvotes. Which is unfortunate. Downvotes are needed to drive away the less than friendly spergs.
