Just tie the amount of downvotes you're allowed to give, to the amount of comments you've made.
There isn't enough good content to upvote to allow for downvoting all the degenerative spam. Likewise, it would be very easy to spot alts if they have to comment for every downvote.

The one thing I can say for certain hasn't changed, is I just want to watch it all burn. I'm ready, and think I've done what is necessary to give mine the fighting chance to come out the other side.
