Why based sites usually have half-assed design?

I have noticed that based sites usually have half-assed design. Is it really that hard to make a cool design like big tech sites have?

Bulletin Board Systems (BBS) were pretty neat, because it gathered a group of people that shared the same interests, all comprised of people with the same area code. Met my first "legit" GF on a BBS.

Good designers only want to work with people who can pay good wages.

Based people are often out of work from covid or cancelled for being racist or white etc so don't have the money to pay a good designer so just do it themselves.
