If the cop was right behind him, wouldn't they have gotten his plate number? Maybe he didn't have it on the bike or maybe he is just retarded. Although I am assuming this is a negro and if my assumption is correct, then it explains the riders behavior.

There are hundreds of similar videos to this. They take the plate off & wreak havoc on the streets, usually in groups.

I'm sure a lot of them do get caught, especially in small towns, but that'll never stop them.

Just plates might not be enough to prove who was riding if concealed. Admission needed then, if not caught within the immediate timeframe.
