My father-in-law passed the test to be a master electrician three times, but they wouldn’t finish his paperwork because they said the area was top heavy on Masters. That was the electricians union trying to limit masters to keep wages up.

Had a pal in the early 90’s, that breezed into a post office gig because his aunt worked there. He leaped over a waiting list that was years deep.
He ended up quitting because the place was filled with lazy, dead eyed, bums. He had some unbelievable stories of sloth and waste. The post office people couldn’t believe he would leave that sweet government gig. He started a business delivering oxygen tanks to those in home care situations, franchised the business, and now he’s the wealthiest person I know. He was far too good for government work; leave that drudgery for the democrats

I always thought the union was secondary to employment, not the other way around. First you have to either go to trade school for, or get a job as a "fluvial machinist" then the union welcomes you. I have never heard of going to a union to ask for work. How would you pay the weekly or monthly union dues while looking for work if unemployed?
