I send an email to the city procurement department requesting information on the towing service the police use. "Which towing company or companies are the City contracted with? Please provide a copy of the contract. What are the procedures the City uses to award the contract, the duration of the contract, and any historical changes in the past 5 years with contractual recipients? ( If there has been a change of companies awarded the contract) What are the directives of the police department as they relate to towing vehicles, both impounded, those that are considered unroadworthy and in parking violations."
My commentary ( not emailed to the city) There is generally much fuckery involving the awarding of city contracts involving towing and taxi service allowed to operate at the airport. Kickbacks are very common and it is not unusual for police to be very friendly with tow truck operator/owners. Towing is very lucrative as are impound fees. Taxi service to the airport are also very lucrative. It has been my experience that they get very uncomfortable when you ask them questions about these services. One city I emailed had a chain of seven referrals , basically one city manager sending me to someone else, etc... The final person in the chain as the shit rolled downhill did not respond in 7 days. I simply restarted the chain from the top individually responding to all the contacts so that they could not copy all and reply ( forcing every one of them to reply) letting them know I had not been responded to and copying the Mayor or city manager, city council members separately to each individual response. Again I usually select the nigger City council member to weaponize niggers against niggers.
If they ignore you, you have to go in person to the county clerk, and submit a FOIA or whatever your state has. They are legally obligated to give you the information once you submit that. If you find anything suspect call your local newspaper or do an article and post it on nextdoor.
For bonus points go into city hall with a camera and record your attempt to get a FOIA request filed. There is a decent chance local LEOs will arrest you for filming them particularly if there is corruption in the city. If that happens you can sue the city and likely win as long as you followed all the laws in your state and stay out of restricted areas. If you get arrested youll probably get like 50k youtube views minimum too.
Good advice, yes I have seen 1st amendment audits on Youtube. They are effective in putting public servants in their place. The questions I submit through email are to generate as much discussion within the department as possible. They second guess why I am asking the questions because that is how cops think. They always look for the angle, the issue, the problem. I find their behavior predictable and psychologically tailor my questions to trigger them. Seeking information in a way they assume is accusatory. They are fearful of the public, and operate with the mentality of a gang. They are also quite often bored out of their minds and discuss everything that occurs around them like a gaggle of old women at the hairdressers or niggers at the barber shop. They tend to be on the lower end of the IQ curve. This is by design, phycologists determined a long time ago that if a cop is too intelligent they get bored and quit, or are prone to corruption. State troopers are the worse, they are very militant in their training and driving around all day is mind dulling. I am personally aware of a relative that worked as a local policeman, then on to the sheriff's department, a logical progression. He applied to the State Police, scored too high on the written test and was not selected as a result. They want unquestioning dullards. I not only expect that my initial contact will fail to answer the questions, I want them to not answer. It then generates more of an appearance of impropriety and a lack of transparency escalating a simple issue. They say shit rolls down hill, but my observation from being in the military and similarly gradient organizations that the lower you are, the less responsibility you have and that shit blows up hill. The higher I can get on the food chain the better. I guarantee that the higher levels will not like the spotlight especially when a politician or investigative reporter is copied unknowingly to the email. The cop will assume that they are aware of some issue and that is why they are copied to it. It adds that additional layer of suspicion. I would imagine that they take umbrage that the lower level officer did not respond causing them to get wrapped up in it.
Well, I think it has to be more egregious than "I obviously didn't do it." Or maybe I just missed my opportunity. IDK. I thought people were arrested for bullshit all the time, and charges are dropped constantly. So I don't understand.

How else is one adequately compensated for seeking redress as a victim of 'Official misconduct/ obfuscation', that is directly in conflict with their sworn roles, rules, regulations, policies and procedures ??. I've seen the process in my home county. Basically the local tow companies all submit paperwork to tow for the city. Their equipment gets evaluated. Once they're approved, they go in to a rotation.
They're so friendly with cops because they show up for every traffic accident, sometimes with flat shovels to make sure they can scrape the brain matter off the asphalt. Work like that tends to create bonds between people.
It seems like the system you work with may have some qualitative and quantitative differences relative to the system OP is working with. E.g., quantitative
