2015 was before the world went nuts. Not everybody used to be online all of the time.

There were places to go ,people to meet with. People coming over, shopping at the store etc...

So 90 minutes to just play around online especially probably in one sitting was a lot.

Unless this is an onion article and it went over my head.

The date stamp of the article is 2015 though. This was in the tail end of the era where the expectation was for you to spend at least 4 hours a day watching TV. Hard to get those 4 hours in if you waste 90 minutes in an anime chat room.
