Pdfs have a long history of being full of exploits and viruses. I don't think this one has anything wrong with it, but opening pdfs is not good opsec if you want to keep your computer secure. You should only open documents from sources that you trust.

Exploits are written for programs opening the pdf, so open it with a basic reader and not adobe reader or pdf.js and you're 99.9% safe because nobody is writing exploits for noname shit.

Federal funding is tied to student success, so most often it's the district who will not let the teachers hold any students back. At the district I used to work at, a student could only be held back if the parents requested it; otherwise they had to be pushed through regardless of their grades. That's how you end up with high school graduates with a 0.5 GPA who can barely read or write
