I was explaining this to family just a few weeks ago. I live in Quebec where we produce electricity cleanly, using water. As a result, people are excited at the prospect of driving cleanly by using this power. However, there are several problems:
1) Our climate is cold and range is compromised during the winter. The demand for electricity is clearly going to peak then and the grid might not be able to provide if everyone is using such a car in addition to heating their homes electrically.
2) Every home has a number of electronics which drain electricity. They also use air conditioning during the humid summers and electric panels during the cold winters. Add the electric car with its electric charge station and the grid won't be able to produce enough power for everyone unless new plants are built.
3) Hydroelectricity is through the use of powerful water sources like strong rivers or falls... most of which are located on Native land. Either people will have to use less electricity or the government will have to build plants which produce electricity through other means like oil, coal or nuclear.
4) EV batteries are made of lithium. To extract lithium, you have to flood surrounding areas destroying the environment and the resource is only extracted in select areas of the world for the time being. They don't produce enough of the material NOW and won't be able to keep up with demand later.
The problem is serious and the governments of the world know that their push for these kinds of vehicles make no sense. The true solution is either cars based on hydrogen or to convert existing cars to ones where hydrogen is added to the fuel, ensuring that 100% of the fuel os burned to limit pollution and to increase range ten-fold.

See, that's what I'm saying. Electric cars are lower maintenance, and you don't need any infrastructure. There are lithium ion cells everywhere to scavenge too if you ever need to replace the battery power for either your car or your house.
You can run a diesel engine on vegetable oil, but you'll be tripling your maintenance frequency and costs. I don't think an apocalyptic scenario confines you to one technology or the other anyways; you can take advantage of the strengths of both. Vege diesel for long range missions. Electric for local and low cost travel.
For long range in an apocalyptic scenario I would be tempted by something like an aluminium air battery as scrap metal will be available.
The problem with bio diesel / alcohol beyond the maintenance is that you need quite a lot of land to grow the fuel and need stability and to stay put to do so.
You can make your own fuel. Not really oil. Well, I mean not the same as what comes out of the ground, but you can make something to burn. Mass alcohol should come in handy on a number of levels.
Electric vehicles are great, but they only work well with fusion. There is no profitable fusion yet, so EV's are a net loss no matter how you look at it.....
