Not blind. Has cerebral hypoplasia, the human equivilent would be cerebral palsey. Link to youtube of the dog.

This video made me think way too hard. On the pedestrian level it's cute. On a deeper level, I pity the dog and hate the people that let it live so long without seeing a mud puddle.
This was designed to hit in the feels and I resent it.
