The problem is that keeping a 1000 mile long tube air-tight and at near-vacuum levels of air internal air pressure is not practical. even the most minor seismic activity and it springs a dozen leaks.

Nah, here's what happened. Elon Musk wants the Hyperloop for Mars. He doesn't give a fuck about a Hyperloop on Earth. It will work great on Mars where creating a vacuum is trivial. But, it's a difficult problem to solve on Earth. So, throw the idea out there for someone else to solve. Maybe throw in a $1,000,000 prize. It's still cheaper than the amount he'd spend on R&D.
