It's a really expensive jail for the privileged. Like jail, if you have enough money, you can get whatever you want.

A lot of people get sentenced to rehab if they can afford it. So whether that was his situation or not that was the crowd he was running with.

There are more serious places and less serious ones. If you're just looking to stay out of real jail, they have places where you can smoke crack and do hookers or whatever. A good place would kick you out if you managed to do any of that.
