Wouldn't surprise me. Most great scale scientific endeavors are motivated at least in part by their military applications. What do you think the cold war space race was all about? What do you think the internet revolution was about? Military superiority.

Most scientists know this, and so they use the appeal to military utility to acquire the support they need for such a great undertaking, like this one.
