Get a hobby that requires other people to do said hobby with. Don't choose this hobby to meet girls and don't pick a hobby that you think girls will do. Pick a hobby that you like to do and a hobby that requires other people to participate. Even if the hobby is the manliest hobby that you can imagine. If dudes do it, women will be there. You not trying to get laid or meeting chicks will get you laid and meeting chicks.

No, that's not correct at all, has nothing to do with controlling yourself, nor anything to do with planning for the future.

Grocery store : Look in cart to see if they can cook, if yes ask about a recipe as an ice breaker.
Book store : Loiter every now and then, read a book on a bench. See if anybody has a similar hobby.
5K events : If you can't hit on anybody there at least you'll get a nice jog on.
Cafe : you're heading into mega commie zone, but regular people like coffee as well.
Street dance : Depends on the town, yes there will be drunk girls all over the place, but there will also be sober girls. Try dancing with some. If there's not a street dance in your town look around to other smaller towns near by.

The primary thing is to locate places without booze, or where booze is not required. Secondarily, learn to talk to strangers without looking like a spaz.

Find a venue that repulses morons, and allows for conversation. A purpose based location. Say a large fine arts museum with a lot of traffic, on a weekend.

Often times a woman has friends she can introduce you to (if in your twenties).

A repeated social context is what to aim for, with semi private areas for conversation. Such as a park near several universities - depending upon your age.

Tourist areas in a city are often walkable, an area with shops.

Areas with a lot of outdoor casual seating and high-end small stores, are places where someone would be comfortable being approached.

If picking a hobby, pick one that's not too extreme for women to do.
