This is the problem with public resources. There will always be an argument about how they are used, and what they should be used for, and you will have to argue with genuinely crazy people over it. The easiest way to reduce conflict is to get rid of public resources that rest on public decisions. We don't need libraries, and private ones exist. If you want your kids to read I'm sure there is a book version of redbox out there and you can share books among friends.

When you try to implement a public solution those resources will end up perverted from their main purpose at some point. Name a public resource that hasn't?

Libraries, literacy ->> drag queen theaters.
Public schools, basic skills -> communist indoctrination centers.
Federal land, natural conservation -> preventing oil production, nuclear testing
Water distribution, hydration -> flouride distribution

This is why public libraries were a mistake. This outcome was inevitable, as all non-privately owned things will be used to some poor end.
