My city passed a similar ordinance over a decade ago due to niggers committing so much crime from their Section 8 housing. Landlords were to be held liable for continued illegal activity being conducted out of their properties.
It's currently being used to condemn a rental property due to the residents and their "guests" (read: drug dealers and their customers) business dealings and shootings associated with them, as well as to strip the owner of his business license.
Instead of targeting the blacks who are the problem, the city and county have decided to instead go after a businessman because the only people who will rent in the hood are blacks and the poorest of Whites.
You risk taking the gummint money, or money from criminals, and you take the lumps. Section 8 providers can either foot the bill for extra security on their premises or dump out to someone who will.
Not sure what happens when a Section 8 provider's property is condemned. Depending on the contract it might be a boon, because all the current residents would have to leave.
Sounds like a bullshit ordinance to me. It's not the police's job to tell landlords whom to evict. That's a personal agreement, but a lot of places have tenants' rights that supersede those agreements. And obviously we don't want the police harassing people without due process. They're zogbots remember?
Now, the ACLU is only concerned because muh black people, but this ordnance could easily be used by the police against white tenants

What's wrong with not wanting to live next to criminals?
