Couldn't you strap some pipes to 2x4s with a small hole drilled at the back for a "fuse" and call it a firearm? This would cost a person about $4 to make (well, maybe $5 with the price of wood these days unless you could get some scrap). Seems like a good way to run these assholes out of money real quick.
