The point of course is to hit the government in a way where they can't stop the attacks. This forces them to negotiate or offer concessions with the demands as a framework. If they try to go back on any agreement the attacks just resume.
Pretty much the MO of any successful terrorist organization or guerrilla movement one cares to mention. More or less anyway. This is pretty much the basic principle. And without it being understood it is probably pointless to even go here.
