Funny story. As a teen I was thinking about becoming a detective. I quit this idea right after learning that cops use number codes on radio. I was simply unable to memorize all the fucking codes.

I suspect you're correct. The cops aren't going to stick around in a collapse. Look at what happened after Katrina. Hell the jails and prisons were abandoned and the prisoners were left for dead. Most will run but some might try and stick around and become local warlords, hired guns, etc. The military will probably take over and they'll make short work of the police. It'll be a "join us or die" type of discussion...and it'll be short.

I'd not count on former .mil either. A significant chunk of them, significant enough to kill lots of us directly or by enforcing restrictions on movement etc, have been programmed to pivot from "foreign insurgents" to "domestic threats".

Best bet is to count on blood relatives and very close friends and even them not totally.
